Scientific and Technological Week in Wuhu was Wonderful and Colorful


National Scientific and Technological Week in 2020 lasted from 23 August to 29 August. Focusing on the theme of “Making China a nation of scientific and technological innovation in the fight against the pandemic”, Wuhu has carried out various innovation and entrepreneurship activities and mass activities of science and technology, vigorously publicizing the achievements of scientific and technological innovation and achievements in the fight against the pandemic, actively opening up high-quality scientific and technological resources, and creating a dense atmosphere of scientific and technological innovation in the whole society. 

During the past Activity Week, the city’s scientific and technological system, through traditional media and new media channels, focused on the publicity of scientific and technological innovation laws, regulations and policies, and fully demonstrated the city’s achievements in scientific and technological innovation and in the fight against the pandemic. Directors of the Municipal Science and Technology Bureau conducted in-depth field visits, symposiums and exchanges among science and technology enterprises, carried out targeted guidance, and coordinated to help enterprises solve existing difficulties and problems. A special training “Cloud Lecture Hall” was set up for the implementation of provincial policies supporting scientific and technological innovation and  for the analysis of key and difficult points for collecting the R&D expenses, attracting more than 2,000 people from relevant enterprises. Wuhu Industry Innovation Center and Wuhu Science and Technology Center were opened to the public free of charge, receiving 24,000 person-times in total. A series of science popularization activities were carried out, and the “National Science Popularization Day” with Wuhu characteristics was created to guide the public to improve their scientific thinking ability. Counties (cities) and development zones also held industry-university-research cooperation activities at the same time to help enterprises meet their technological needs and enhance their technological innovation ability and competitiveness.

Hi-tech Helps Fight Floods in East China

 HEFEILi Fangbo had a new companion while fighting floods this yeara drone.

As he maneuvered a boat through the water on rescue operations, the drone was flying overhead in a supporting role.

“The drone is able to get into dangerous zones quickly and detect whether there is anyone trapped and whether the rescue route is safe or not,” said Li, a drone operator from the Wuhu detachment of the armed police corps in Anhui province.

In addition to drones, a series of technologies have been applied in fighting floods this year in Anhui, which has saved time and energy.

Ye Mingdong, who has been working at the front line of flood control and drought relief for years in Dangtu county, Ma’anshan city, has seen the difference new technologies have made while fighting floods this summer.

“In the past, telephones would keep ringing as flood control staff from the townships and villages called to ask about the real-time precipitation and water levels. But this year, the automatic monitoring and reporting system has helped gather key data at the rivers and lake gates,” said Ye, deputy director of the county’s flood control and drought relief office.

The system, first applied during the flood season in 2018, gathers and transmits statistics every five minutes, which makes real-time statistics available on the internet.

There is also a wall of screens with signals from 70 high-resolution cameras at the office, which offers real-time views of levees along the Yangtze River, high-risk sections and important gates in the county.

“We also have a helmet with a camera attached to it, which can transmit real-time images from rescue sites to headquarters to help direct the rescue work,” Ye said.

This monitoring network is part of China’s efforts to apply big data and artificial intelligence in flood control.

According to Liu Zhiyu, an official with the Ministry of Water Resources, it takes only 10 to 15 minutes to gather precipitation and water level data from all the 120,000 flood-forecasting stations across the country.

Statistics are considered key for flood control.

“Abundant information on the precipitation and water levels on the upper and lower reaches and the surrounding areas is necessary for fighting floods,” Ye said.

China Uses Technology to Secure Harvests Amid Floods

HEFEI, Aug. 20 (Xinhua) — Xi Jinping, general secretary of the Communist Party of China Central Committee, has visited flood-stricken residents in east China’s Anhui Province.

While visiting Funan County in the city of Fuyang, Xi checked the water situation of the Huaihe River and learned about local measures for flood control, disaster relief and post-flood production recovery. He also visited and consoled those affected by floods.

As floods have basically receded, local farmers in Anhui have resumed farming to secure a bumper harvest in autumn, with the help of agricultural technology.

Twenty-five-year-old Xi Wei manages an 87-hectare rice farm in the city of Wuhu. Every day he rides an electric bicycle to learn the growth of rice seedlings. From time to time, he stops for a quick check on soil conditions — on his smartphone.

The farm is on the banks of the Zhanghe River, a tributary of the Yangtze River. It is a “smart” agricultural demonstration project initiated in 2018 by Zoomlion Agriculture Machinery Co., Ltd., a subsidiary of Zoomlion Heavy Industry Science & Technology Co., Ltd., one of China’s leading high-tech equipment manufacturers.

An app in his phone provides information about soil moisture and temperature. Sensors in the fields monitor the soil conditions around the clock and relay the readings to him via WiFi.

Xi Wei just checked the moisture of the soil in the paddy fields.

“It is necessary to drain all the water in the fields so that the permeability of soil can be increased, and the roots of the seedlings can grow deeper,” he said.

Since the launch of the project, the company has installed many high-tech devices in the fields, such as soil sensors and insect-monitoring lamps. The data collected by these devices will be transmitted simultaneously by the Internet of Things (IoT) to smartphones and computers.

Despite the rare floods since mid-June, the rice seedlings in the fields have not been affected much because of the equipment embedded here.

“The information-driven rice planting is the primary feature of our fields. Meteorological stations, soil sensors, insect-monitoring lamps, and the IoT are cutting-edge tools we use to cope with natural disasters and mitigate losses,” said Xi Wei.

The project also uses satellite navigation technology to level the fields to increase yield of rice.

“With the help of the global navigation satellite system, the machine levels the fields with an average error of less than 3 cm for each patch,” said Xi Wei, adding that the result was impossible for the traditional farming machines.

With constantly improving flood prevention systems, water conservancy infrastructure and mechanization over the past few years, major grain producers in China have upgraded their capabilities in countering natural disasters.

China attaches great importance to food security. President Xi Jinping has spoken of the issue on many occasions. Grain production, with farmland as the fundamental element, is supported by water conservancy systems, facilitated by science and technology, and driven forward by policies. Issues relating to these key points must be addressed earnestly and properly to attain breakthroughs in grain production, he has said.

China issued a guideline regarding advancing the development of agricultural high-tech industry demonstration zones in 2018, highlighting the importance of technology in modernizing agriculture and the role of demonstration zones in spearheading the efforts.

The country has been promoting key technologies in agriculture, such as high-yield hybrid rice varieties developed by Yuan Longping, the “father of hybrid rice,” and the wide use of smart farming machinery.

The application of agricultural science and technology has played a positive role in increasing grain output. In 2018, the contribution of scientific and technological progress to agriculture reached 58.3 percent, an increase of 42.8 percentage points from 15.5 percent in 1996, according to a white paper titled “Food Security in China” issued last year.

As the world’s top food producer and consumer, China saw its grain output reach a record high of 664 million tonnes last year, the 16th bumper year in a row. The country’s summer grain output reached a historic high of 142.81 million tonnes this year, up 0.9 percent from last year, according to the National Bureau of Statistics.

In addition to the improved infrastructure, Anhui has also been mobilizing resources and using upgraded technology to ensure grain security, and make up for losses from flood and other natural disasters.

In Funan County, Kang Guoping was busy shoveling up the ditches to clear the remaining floodwater in his farmland, ready to plant sweet potato seedlings distributed by the local government.

The flooding is unlikely to cause a sharp decrease in grain production since the reinforced dikes and embankments along the Yangtze River have made farmlands safer, said Wu Liquan, a professor at Anhui Agricultural University.

Improved irrigation and drainage facilities, coupled with advanced agricultural technologies, have further improved safety, according to Wu.

“I’m looking forward to a bumper harvest this year as my paddy fields have become more disaster-resistant, with the improved water conservancy facility and smart farming technology,” said Xi Wei.

Convenience Stores Optimistic on Future Prospects

Convenience store operator Shanghai Lawson Inc opened six new stores on Aug 8 in Wuhu, Anhui province-the first city the brand entered other than the provincial capital Hefei since its debut in the province in 2018.

Over the past two years, the brand has opened 64 stores in Hefei. Thanks to its expansion model based on franchising, Lawson aims to open an additional 100 stores in Hefei and Wuhu as well as Maanshan, also in Anhui, by the end of this year.

Lawson’s new stores were in line with the 4,746 new store openings for all convenience store brands across China seen in the first half, the China Chain Store & Franchise Association (CCFA) and KPMG said in a report on Wednesday.

The report also said total revenue for all convenience stores in China last year rose 13 percent to 255.6 billion yuan ($37.0 billion).

Convenience stores in China continue to penetrate into smaller cities, said another CCFA report-China Urban Convenience Store Index.

The index surveyed convenience stores in 36 cities around the country and determined saturation levels, expansion rates, ratio of 24-hour stores and business environments. The top five cities ranked by their index level in terms of business friendliness toward the convenience store sector were Xiamen, Fujian province; Taiyuan, Shanxi province; Dongguan, Guangdong province; Changsha, Hunan province; and Beijing.

Meanwhile, the report found that the development of convenience stores in various cities showed a vast disparity due to geography, climate, economic and consumption factors. Convenience stores are expected to gain more momentum in second and third-tier cities, boosted by rising consumption levels in these urban areas. Soaring rents and labor costs in first-tier cities have further raised operating pressure.

CCFA’s top 100 list of convenience stores in China 2020 based on store numbers was released in June this year. Sinopec’s Easy Joy, MYJ and CNPC-operated uSmile stores are the top three players, with each having more than 20,000 stores. Tianfu, Family Mart and Lawson comprise the next three.

The Ministry of Commerce issued a circular in July to stimulate the development of convenience stores to boost domestic consumption.

The circular, released by the Ministry of Commerce, said the three-year action plan encourages developing branding and expanding store networks, and pushes for the total number of convenience stores in China to reach 300,000 outlets by 2022 from 132,000 at the end of last year. The circular has urged the sector to focus on expanding store numbers, accelerating digitalization and building a smart supply chain.

CCFA found that the majority of convenience stores (about 70 key convenience store brands they sampled since the beginning of the year) have prioritized digital operations this year by pumping more investment into this area. About 85.2 percent of stores have plans to launch online orders, about 67.4 percent are test-phasing delivery services while 88.6 percent are developing methods to divert online traffic to in-store traffic, where customers typically purchase more.

In addition to Lawson’s strengths as an established Japanese operator of convenience stores, the store said they also have an advantage in merchandise, particularly in perishable foods and desserts. Perishable foods make up 40 percent of sales.

Their merchandise is updated based on popularity among consumers, with 12-15 percent of items sold in stores regularly replaced to maintain competitiveness. For example, Lawson has joined hands with Yurun Group Ltd to customize products among its fresh food selections, such as smaller-sized packaging of merchandise.

In addition to East China, Lawson plans to add more than 60 convenience stores in the Beijing-Tianjin-Hebei region in the second half of this year to reach a total of over 200 stores in the region. Currently, there are more than 2,700 Lawson convenience stores across China.

Checks of Imported Frozen Food Redoubled

    Wuhu, Anhui province has banned sales of all imported cold-chain food after reporting a positive coronavirus test on frozen shrimp imported from Ecuador, Wuhu Daily reported on Tuesday.

    The packaging of the shrimp tested positive for coronavirus on Aug 11 after being collected from a local restaurant.

    The ban took effect on Monday even though 5,173 samples tested since Aug 11 were all negative, according to the report. Those samples came from food, the environment and people.

    Testing of everyone working in the frozen food import sector in the city was completed by Monday, with no positive result.

    Sales of the imported frozen food products were banned, and such products found in the city would be destroyed, the report quoted the city’s pandemic control office as saying.

    Meanwhile, Dalian, Liaoning province, which has also found coronavirus in recent weeks, urged all cold-chain food production enterprises, markets, businesses trading in aquatic products and meat and catering services to carry out tests of all related personnel, materials and environment, an official said at a news conference on Tuesday.

    Every shipment of imported aquatic products and meat should be tested before storage, and every shipment should be tested before leaving the factory, the official said, adding that related employees and environments should be tested every two weeks in Dalian.

    As a port city, Dalian processes a large volume of cold food for import and export, and there are many places for production, processing, storage and trade in the city, said Wang Wentao, deputy director of the city’s market supervisory bureau.

    To further strengthen the prevention and control of coronavirus infections in the cold-chain food sector, Dalian vowed to ensure that such food is traceable and that it would prevent products of unknown origin or risk of contamination from entering the market.

    Previously, the Ningxia Hui autonomous region banned imports of seafood and other meats starting on July 23.

    Tian Fengnian, a health expert and director of the region’s command office for COVID-19 pandemic control, said people do not need to panic over the recent reports of positive test results on imported cold-chain food across the country.

    Authorities in Wuhu said the city remains a low-risk area for COVID-19 and reminded residents to continue personal protective measures including wearing a mask.

Construction of Rail Transit Line 2 in Wuhu Railway Station Section Gets Improved in Quality and Speed

As the only underground project of Wuhu rail transit at present, the construction of Wuhu Railway Station section of the first phase of Line 2 has been improved in quality and speed. On August 10, the project progress, of which the total length is 1.67 kilometers , has exceeded nearly 80 percent. The construction of Wuhu Railway Station section has entered the stage of comprehensive renovation, and the entire underground project is expected to be completed within this year.

 According to the reports, Wuhu Railway Station site is an underground 2 level station, 166 meters in length and 3,700 square meters of building area. At present, the site has entered the stage of electromechanical equipment installation and internal decoration. Through the reserved channel, the station can quickly connect to the exit of Wuhu Railway Station, the drop-off platform and the bus hub of Station East Road. After its completion and operation, passengers can realize seamless transfer among rail transit, high-speed railway and city buses. In addition, the station is currently the only enclosed station of Wuhu rail transit system, with constant temperature and humidity all year round. At that time, citizens and passengers travel experience will refresh again.

Municipal Government Identified A Number of Demonstration Enterprises and Industrial Zones with Harmonious Labor Relations

After the independent declaration of the enterprise, the preliminary examination of the County or District Labor Relations Coordination Tripartite Committee, the re-examination and publicity of the municipal labor relations coordination Tripartite Committee, 202 enterprises have been awarded the title of “Demonstration Enterprises of Harmonious Labor Relations in Wuhu city”. The title of “Wuhu Harmonious Labor Relations Demonstration Zone” was given to Wuhu High-tech Industrial Development Zone and Anhui Xinwu Economic Development Zone.

In recent years, the majority of enterprises and industrial zones in Wuhu have earnestly implemented the decisions and arrangements of party committees and governments at all levels on building harmonious labor relations. Active efforts have been made and positive results have been achieved. Wuhu County’s Aviation Town Listed in the Top 50 Characteristic Town in China

Recently, the Planning Department of the National Development and Reform Commission officially released the “Report on development index of small towns with Chinese characteristics in 2020″, among which Wuhu Countys aviation town was listed in the top 50.

Wuhu Countys aviation town is located in the southeast of Wuhu Aviation Industrial Park. With a total planning area of 3.49 square kilometers, the town closely centers on the main business of general aviation and explores the characteristic development path of “aviation-themed life and aviation-oriented life scene”. It was aimed to build a comprehensive demonstration benchmark of the general aviation industry in China and an innovative development model of the international aviation town. 

It is reported that the list given is fully followed modern statistical index and comprehensive evaluation theory and method. On the basis of scientific index system and online public opinion data, via measuring the index model, development index of small towns with Chinese characteristics was figured out. And on this basis, the small towns with Chinese characteristics were ranked, which formed the top 50 list.

The Test Flight of AE300 Aero-engine Has Been a Huge Success

At 16:00 on August 5, in Sanyuan General Airport of Wuhu, with a roar of engines, the Diamond Dual-engine four-seater aircraft of China Electronics Technology Group Corporation (CETC) carried by the AE300 engine produced by Wuhu Diamond Aero Engine Co. Ltd.(WDAE) landed smoothly, which marked the successful test flight of the Chinese domestic AE300 engine.

It is reported that the successfully tested AE300 aero-engine obtained the production license issued by the Civil Aviation Administration of China in November 2019. In May 2020, the first airworthy domestic AE300 engine was successfully delivered to the CETC Wuhu Diamond Aircraft Manufacture Co., LTD. Lasted for nearly three months, The engine successively completed the test tasks of static verification, ground test, taxiing and data comparison of left and right engine. Through relevant verification, it has been fully proved that the performance indexes of domestic AE300 engine are comparable to those of foreign aircraft engines of the same type. 

The successful test flight of AE300 engine marks the initial success of Wuhu aviation industry in the development of navigable piston engine.

Shangqiu-Hefei-Hangzhou High-speed Railway Delivers 1.565 Million Passengers on Its First Month

According to China Railway Shanghai Group, by July 28, the section from Hefei to Huzhou of Shangqiu-Hefei-Hangzhou High-speed Railway has been in operation for a month. Ridership on the new line is rising steadily, sending 1.565 million passengers a month, which shows the effect of high-speed railway network. It facilitates travel of passengers in urban agglomerations along the route, and shows the effect of the new high-speed railway in summer appears as well.

On June 28, the Section from Hefei to Huzhou of Shangqiu-Hefei-Hangzhou High-speed Railway has been first put into operation. The line connects Nanjing to Hangzhou high-speed railway via Huzhou Station. From then on, Shangqiu-Hefei-Hangzhou High-speed Railway has been totally completed and three provinces, Henan, Anhui and Zhejiang, have achieved seamless connection, further improving the high-speed railway transport network in both the central and eastern regions of China and also effectively releasing the huge pressure of passenger flow of The Beijing-Shanghai High-speed Railway. This high-speed railway is of great significance to promote the rise of the central region of China and the integrated development of Yangtze River Delta.

Since Hefei-Huzhou section of Shangqiu-Hefei-Hangzhou High-speed Railway opened a month ago, there have been increasing passenger flows for both short and long distances. From June 28 to June 30, Heifei-Huzhou section has been in the transitional period for the formal operation. The railway department has arranged 8 pairs of EMU trains for daily operation, including 3 pairs from Hefei South Station to Hangzhou East Station, 3 pairs from Hefei South Station to Xuancheng South Station, and 2 pairs from Wuhu Station to Hangzhou East Station. After July 1, trains are scheduled to operate differently in the daily line, weekly line and peak-time line, and the number of operating EMU trains pairs per day can rise up to 60.5 .

 Hefei-Huzhou section of Shangqiu-Hefei-Hangzhou High-speed Railway is connected with Shangqiu-Hefei section of Beijing-Hongkong High-speed Railway, which means the high-speed railway from Shangqiu to Hangzhou is fully completed. It is more convenient for people living along the route to travel around the country by railway. Passengers can take high-speed trains to Hangzhou, Ningbo and other places from their hometowns directly, taking less than half of time of normal trains. Now it only takes 45 minutes from Wuhu to Hefei by high-speed railway, and the fastest time from Wuhu to Xuancheng, Anji, Huzhou, Hangzhou is 28, 46, 64 and 81 minutes respectively.
